My Journey to Capstone

Helen Valenzuela, MJ-LEL, Capstone Spring 2023

I am the Director, Professional Standards & Training in the Human Resources Department at the New Orleans Regional Transit Authority. Currently, I author policy for the agency as well as developing learning and development opportunities at RTA. I possess over 17 years of progressive public transportation experience, at all levels of government, developing and enforcing Codes of Conduct and Federal and State legislation, contract administration and compliance. Throughout my career, I have demonstrated continual expertise in performing high-level compliance assessments, leading motivated and productive teams, and driving policy development and implementation while managing the compliance program. I have also led government relations work groups and diverse community coalitions in the advancement of equitable policy and securing funding for the transportation agency. Most recently, I served as Director, Transit Court and Compliance where I facilitated the development of a multi-agency policing model through coordinated efforts and resources to deter and prevent crime and increased public safety. I have guided innovative first-ever programs such as Transit Court, fare enforcement applications and strategies with a vision of public safety to create accessible, equitable and improved customer awareness of various safety and operational issues.

I am originally from Los Angeles, CA and hold a Master’s in Public Administration from the University of La Verne and a Bachelor’s in Business Administration, Minor in Economics and a Certificate in Human Resources from California State University, Los Angeles. As well as a Project Management Masters Certification Course from University of Southern California. I decided to join the Tulane family and I am so happy I did. I am a proud member of the Nacho cohort!
